Goal Approval Workflow — Multi-stage goal approval process for employee performance management

Employee goals now move through a structured approval workflow before becoming active. Employees create goals in draft, then submit them for manager review — with optional escalation to a leadership tier for organizations that require two levels of sign-off. Managers can approve, reject (with a required comment), mark complete, or cancel goals directly from the goal side panel, and a visual progress stepper shows everyone exactly where a goal stands in the process. This replaces ad-hoc goal creation with a governed, traceable process that ensures alignment between employees, managers, and organizational leadership.

Use case: An employee drafts their quarterly goals, submits them for manager review, and the manager either approves them or sends them back with feedback — all tracked in one place without email back-and-forth.
