• Locks engage fully and keys turn smoothly without sticking
• Cabinet doors, hinges, and frames show no visible damage or tampering
• Merchandise is contained within the locked cabinet and not accessible from open gaps
• Cabinet alarm, if installed, is functional and armed per procedure

Missing Key Escalation and Exceptions
