Inspection Setup

• Vessel identification confirmed
  Verify vessel name/ID, date, time, and intended route or shore-transfer assignment.
• Inspection completed before departure
  Confirm the inspection is being performed prior to passenger boarding and vessel departure.

Engine and Propulsion Readiness

• Engine starts normally
  Engine starts without abnormal delay, warning lights, alarms, or unusual vibration/noise.
• Engine oil level within acceptable range
  Check oil level against manufacturer specification before operation.
• Cooling system and seawater intake unobstructed
  Verify cooling water intake, hoses, and visible lines are unobstructed and free of leaks.

Fuel and Fluid Levels

• Fuel level adequate for planned transfer
  Confirm fuel level is sufficient for the planned route, contingencies, and return or standby requirements.
• No visible fuel leaks or fuel odor
  Inspect bilge, fuel lines, fittings, and engine compartment for leaks or strong fuel odor.
• Other required fluids within range
  Verify any required hydraulic, transmission, or coolant levels are within manufacturer limits.

Safety and Lifesaving Equipment

• Life ring present and accessible
  Confirm a life ring is onboard, clearly visible, and immediately accessible for emergency use.
• Required life jackets available for all persons onboard
  Verify the number of approved life jackets meets or exceeds the maximum persons expected onboard.
• Fire extinguisher present, charged, and accessible
  Verify required extinguisher(s) are onboard, in serviceable condition, and unobstructed.
• Emergency stop / kill switch functional
  Confirm the emergency stop or engine cut-off device is present and functional.

Passenger Capacity and Operating Controls

• Passenger capacity posting visible and legible
  Verify the posted maximum passenger capacity is displayed where passengers and crew can readily see it.
• Seating and boarding area clear and orderly
  Confirm seating, deck surfaces, and boarding paths are free of trip hazards and loose gear.
• Navigation and communication equipment operational
  Verify required radios, lights, and any navigation aids are operational for the planned transfer.

Coxswain Qualification and Release

• Assigned coxswain verified as qualified and authorized
  Confirm the operator holds the required qualification, authorization, and current assignment for this vessel and route.
• Deficiencies documented and corrected or escalated
  Record any deficiencies, corrective actions, and whether the vessel is released or held out of service.
• Inspector signature
  Inspector signs to confirm the pre-operation inspection was completed accurately.
