NERC FAC-003 Transmission Vegetation Management Inspection

Inspection Scope and Line Identification

• Transmission line segment, structure numbers, and patrol limits documented
• Inspection date, time, and inspector name recorded
• Weather and visibility conditions suitable for accurate clearance assessment
• Applicable clearance standard or internal minimum vegetation clearance distance identified

Right-of-Way Vegetation Condition

• Vegetation within the right-of-way is maintained below the minimum clearance distance
• No tree limbs, brush, or tall vegetation present in the conductor swing or blowout zone
• Ground-to-conductor and phase-to-vegetation clearance measurements recorded at representative points
• Evidence of recent trimming, mowing, or herbicide treatment is visible and effective

Encroachment and Hazard Tree Assessment

• No active encroachment into the minimum vegetation clearance distance observed
• Hazard trees, leaning trees, dead trees, or broken limbs identified and documented
• Vegetation growth rate or seasonal regrowth indicates risk before the next patrol cycle
• Access roads, gates, and work areas are clear enough for vegetation maintenance response

Clearance Verification and Measurement Evidence

• Minimum clearance distance verified against the governing standard at each observed deficiency location
• Measurement method documented (rangefinder, tape, laser, or visual estimate)
• Photo evidence clearly shows conductor, vegetation, and reference point for each deficiency
• Any measurement uncertainty or obstructed view documented with explanation

Corrective Actions and Closeout

• Deficiencies or non-conformances assigned to a corrective action owner
• Corrective action due date established based on risk and patrol interval
• Immediate mitigation required for critical encroachment or imminent outage risk
• Inspector summary confirms overall corridor condition and follow-up needs
