Ask a recruiting team where they lose finalists and you will hear about compensation, counter-offers, and candidates who were never really going to leave.
Look at the timestamps and a different pattern shows up. Two waits account for most of it, and neither is a decision. One is scheduling. The other is the gap between a verbal yes and a signed letter. The second wait is shorter on paper and more expensive in practice, because it happens after you have already won.
Here is the sequence in most organizations. The offer letter gets built from a template, usually the last similar one. Compensation gets checked against something, sometimes a benchmark, sometimes memory. Approval gets requested by email and granted in chat. Signature routes through a separate e-signature vendor.
