What is changing hands
A project-close transfer, not a shift handoff
Northstar Services is a fictional organization. In this example, the delivery team is handing ongoing ownership of a customer case-routing service to the central operations team. The transfer covers the documented routing rules, operating knowledge, dependencies, and support boundaries—not every project activity or future enhancement.
The receiving team should be able to identify what it will operate, which role reviews each evidence area, and which items still need a decision. A document being available is evidence to examine; it is not, by itself, proof that an operating capability is ready.
Readiness areas to review
Use these areas to structure the review. They are topics for evidence and discussion, not completed approvals.

Ownership discussion
Delivery and operations roles discuss the proposed transfer boundary and agree how unresolved work remains visible. These sample dates and stages describe a proposed sequence, not a completed workflow.
Readiness evidence and review matrix
Authored example for discussion; this table is not a system of record or live work queue.
| Area | Example evidence | Review role | Sample condition |
|---|---|---|---|
| Service ownership | Service boundary and routine decision responsibilities recorded in the handover brief | Operations owner | Discussed; confirm boundary and decision route |
| Operating knowledge | Routing-rule reference describes the standard case path | Operations owner | Evidence present; exception case remains unresolved |
| Access and dependencies | Required access roles and the upstream case-intake dependency listed | Specialist support owner | Review access and dependency notes with the relevant roles |
| Open issues | Exception case: a case missing a region code has no agreed routing outcome | Delivery lead with operations owner | Keep open; agree the decision owner and next discussion before treating the issue as closed |
Support after the proposed transfer
Separate routine operating ownership from specialist help and time-bounded project follow-up.
The operations owner coordinates day-to-day service operation within the agreed boundary and keeps the operating team informed about known limitations.
- Use the current routing-rule reference for the documented standard path.
- Raise an unclear boundary or recurring exception through the agreed operational escalation route.
The specialist support owner advises on the relevant technical dependency or access question and explains when an issue needs another specialist role.
- Review dependency and access questions with the operations owner.
- Explain the appropriate specialist handoff when the issue is outside the support boundary.
The delivery lead provides context on project decisions and follows up on explicitly recorded project-close issues; this does not make the delivery team the ongoing service owner.
- Provide the rationale or source for a project decision when operations needs clarification.
- Bring unresolved project items to the named decision discussion rather than presenting them as completed.
Roles in the handover
Keep open issues visible
A worked example: documented rule, unresolved exception
Issue: The sample routing reference documents the standard path, but a customer case with no region code has no agreed destination. Operational impact: The receiving team cannot infer the intended exception outcome from the standard rule alone. Accountable roles: The delivery lead supplies project context; the operations owner identifies the operating decision needed. Next discussion: Agree who owns the routing decision and record the resulting direction in the authoritative operating reference.
Until that decision is made, keep the exception listed as open. Do not describe the transfer as complete on the strength of the standard-path document alone. For a disputed ownership boundary or an issue outside the named roles' remit, take it to the accountable project sponsor and Business Operations content owner through the organization's established route.
