Prepare together; follow the approved local plan
For authorized staff planning a reunification exercise
Fictional example: Cedar Vale School Network uses this page to organize a staff workshop across its schools. The role labels, timing, and scenarios below are illustrative planning aids—not approved instructions for an actual incident.
Before an exercise, locate the current organization-approved plan and confirm its scope and applicable site with the designated plan owner in Campus and Academic Operations. Use that plan for operational decisions. This guide helps staff discuss responsibilities, communication handoffs, and learning; it does not establish policy, access, or staff entitlement.
Start with the people and the plan
Use the workshop to agree who coordinates each discussion and where questions go. Keep sensitive security details and personal information out of shared exercise notes.
Illustrative role and handoff reference
Example coordination assignments for a workshop; the approved local plan takes precedence.
| Role | Workshop responsibility | Handoff |
|---|---|---|
| Exercise coordinator | Keeps the discussion within the agreed exercise scope and moves the agenda along. | Routes questions about the approved plan to its designated owner. |
| Reunification lead | Coordinates the staff briefing discussion and checks that role-holders understand their exercise responsibilities. | Raises role-boundary or coordination questions with the exercise coordinator. |
| Family-information liaison | Identifies which approved family-facing communication reference the exercise discussion should use. | Routes proposed messages or questions about public wording to the designated spokesperson. |
| Observer and note-taker | Records process observations and points where staff need clarification. | Shares de-identified learning with the authorized plan owner for review. |
Prepare the workshop
A coordination sequence, not an operational response procedure
-
1
Confirm scope and source
Ask the designated plan owner which approved plan and site-specific references apply to the exercise discussion.
-
2
Agree role boundaries
Brief role-holders on their discussion responsibilities, decision boundaries, and handoffs to the plan owner or designated spokesperson.
-
3
Use approved materials
Conduct the exercise discussion using only the materials and scenario boundaries approved for that session.
-
4
Capture learning carefully
Record observable coordination points without names, student details, or sensitive security information; route proposed changes to the authorized plan owner.
Communication references to locate
Find the approved source before discussing wording; these prompts do not supply approved messages.
Identify the current, organization-approved reference for family updates and confirm who is authorized to approve or deliver them.
Locate the channel named in the applicable local plan and clarify who coordinates staff updates during the exercise.
Locate the approved guidance for questions intended for the designated spokesperson. Route proposed wording there rather than improvising a public response.
A facilitator can discuss where staff would find an approved exercise update. A question about what families should be told is a spokesperson handoff—not an invitation for each role-holder to draft or send a separate message.
Worked example: 60-minute planning workshop
Illustrative agenda for discussion only; the exercise owner sets the actual scope and schedule.
| Time | Discussion | Useful output |
|---|---|---|
| 10 minutes | Confirm exercise scope and identify the approved plan reference. | Shared understanding of the source and questions requiring the plan owner's input. |
| 15 minutes | Discuss a coordination scenario within the approved exercise boundaries. | Role-holders can name their discussion responsibilities and handoffs. |
| 20 minutes | Compare how staff would locate approved communication references and route questions. | Clear distinction between finding an approved reference and authoring or issuing a message. |
| 15 minutes | Debrief observations and identify questions for the authorized plan owner. | De-identified learning notes and proposed follow-up for owner review. |
Capture learning for the plan owner
For each useful observation, record four things:
- Observation: What did staff do or have difficulty locating? Describe the behavior, not a person's performance.
- Coordination impact: Which role boundary, handoff, or reference was unclear?
- Question for the plan owner: What needs interpretation against the approved local plan?
- Proposed follow-up: What should the authorized owner review, and which role should bring the question forward?
For example: “Two workshop groups looked for different staff-update references. The exercise coordinator will ask the plan owner which approved reference applies to this site's exercise.” This records a coordination question without asserting a policy change. Only the authorized plan owner determines whether an approved operational document should change.
