Make intranet decisions with clear ownership
A working reference for the people who create, own, review, and administer Northstar Services’ intranet.
Fictional sample context: Northstar Services uses role-based ownership so routine work stays close to the content and higher-impact decisions reach the right approver.
The operating principle
Decision authority follows accountability
The person doing the work is not automatically the person who owns or approves it. Authors prepare changes; content owners are accountable for accuracy and audience; moderators manage discussion within agreed rules; administrators manage the platform and its access controls.
Keep a decision with the closest accountable role. Add a review handoff when a change affects another team, requires specialist judgment, or changes platform-wide behavior.

Worked examples: who decides?
Illustrative Northstar Services assignments. Use the role matrix for the full decision boundaries.
| Decision | Accountable role | Approval or handoff |
|---|---|---|
| Create a new team section | Intranet administrator | Confirm affected content owners and navigation impact before changing shared structure. |
| Correct a routine team-page typo | Content owner | Author makes the edit; owner verifies the correction and publication permission. |
| Publish an announcement with specialist implications | Content owner | Route relevant claims to the appropriate specialist reviewer before authorized publication. |
| Retire an outdated procedure page | Content owner | Confirm the page is no longer needed; coordinate redirects or access changes with the administrator. |
